Donohue & Associates, Inc. has acquired C2 Engineers, LLC of Danville, Illinois, as part of its strategic plan to expand services and increase the firm’s presence in central Illinois. The newly merged firms are complementary and together provide water, wastewater, stormwater, civil, and site planning engineering services.
“The best way to grow our capabilities and continue to serve our clients’ increasingly complex needs was to join forces with another firm and Donohue was the obvious choice,” noted Sam Cole, former C2 partner and current Donohue area manager for central Illinois. “Over the years, Donohue’s commitment to quality and honoring their budgets and timelines has aligned perfectly with our own. We’re excited to continue serving our clients with an incredibly experienced and capable team behind us,” Cole added.

Prior to coming together, the two organizations shared the common goal of providing client-focused engineering solutions while delivering projects on time and within budget. The former C2 personnel are assigned to Donohue’s Champaign office. Combined, the firms have a staff of 110 professionals trained in a variety of engineering disciplines located in 11 Midwest offices.
Founded by Sam Cole and Tim Cowan in 2011, C2 Engineers serve clients in the public (municipal, county, state) and private sectors.
Cole is a licensed professional engineer in Illinois and Indiana and the 2011 Illinois APWA (American Public Works Association) Engineer of the Year. He has lead business and project development responsibilities with an extensive background in storm water engineering along with water, wastewater, site, and transportation projects. Prior to starting C2, Cole served as a civil engineer with the City of Danville.
Cowan is a registered professional engineer in Illinois, Indiana, and Michigan. His experience encompasses project management, planning, and design for various civil engineering projects including water distribution, wastewater collection and treatment, stormwater management, transportation, and site development. Cowan previously worked as a civil engineer with the City of Danville.
C2’s Tracy Fullen has over 23 years of consulting experience with expertise in an array of civil engineering services. This includes planning, design and construction observation of civil, transportation, and water and wastewater infrastructure. These experiences translate into practical designs and successful construction projects.
